Why are people getting second banners when some people have never gotten one at all?

I'm just going them as they're ordered. I am trying to make it a priority to do banners for the people who haven't had one, though. I did Tristan's second one after I had done all the other orders, and I re-did Kale's so soon because I was embarrassed of his first one.

I might be upping the prices soon to 30 galleons. These newer ones are taking quite a lot longer to do #<!--emo&:-S-->
