Wee bit question

Can you give me a brief description what a keeper can do and not do? Like what's their job title duty completely. And are they allow to take away house points or not? Give detention? And if I catch anyone acting rebellious or in that matter, who do I report to? Just in case I'm not allow to give out detention.

A groundskeeper takes care of the Hogwarts grounds. Cutting grass, keeping things orderly, etc.
No taking away house points.
No giving detention.
Trouble makers should be brought to their Head of House.
The direct employer of the Groundskeeper, however, and the only person(s) he/she would report to directly would be the Headmaster/Headmistress.
