Ministry workers do not have regular pay cheques as it's quite a bit of work to set such a system up and even more work to run it.
However Ministry workers begin with 600 Galleons and if/when they need more (within reasonable bounds) they can PM griphook and ask for more.

Is there an International quidditch league? I think there should be because otherwise there isnt any point for an adult buying a broom even though we should. If there already is please ignore that last sentence.

You don't need to buy a broom, and brooms are for more than just sport in the Wizarding world. 
Anyhow, there is no role played International Quidditch League though the Ministry does have a section to govern one so in theory one does exist.
In the future one may pop up on this site to be role played in, but when we have more members and are much more stable/organized.
