I was wondering who takes cares of 'hiring' people at the ministry and if I was supposed to pm the application to them aswell as replying in the thread.

I was also wondering if family members can purchase things?

'Hiring' is done mostly by Alicia, but I've hired a few people while she has been otherwise engaged. You only post the application in that thread, nowhere else.

Family members may purchase things but they do not have a source of income without a job. You can PM Griphook to give you a start up Gringotts account, which will likely contain 600 Galleons for your character to spend.
