My understanding is that you should be pressing at least one button every time you post, because it's in relation to the timings of the cp. So say I posted, and then Mordred did but didn't press any buttons, Leda would have to wait four hours still because the cp wouldn't recognise that Mordred had posted, whereas I should actually only have to wait one hour.

I think Lovi is asking if you can post a non-action reply without waiting for the timer? Say if I'd done an action with Zoe, then you had done an action with Leda, and I wanted Zoe to just... say words to Leda but not do anything yet, before it was her turn to actually do things, would I be able to post a normal rp post before the hour was up? I think that's the question. My instinct is that it wouldn't be allowed & you're expected to wait, but I don't think it's actually specified in the rules. I know alts can post normal rp reactions from the bench without being part of the action, but I think with the timers involved rp posts from players could make things too confusing.
