Muggle Equipment

Forgive my ignorance here but I was under the illusion that no muggle equipment like mobile phones, televisions, radios, I-pods etc could actually work within the walls of Hogwarts due to the excessive magic guarding it. Yet I have seen I don't know how many first years with i-pods and what nots this year?

Have the rules lapsed since last year?

There was a time when we ignored this part of the canon, however it has been mentioned in the rules now that no muggle electronics etc. work near magic and especially not near the levels of magic at Hogwarts.
