I was just wondering, and I don't know if someone's already asked this but, how are the characters for character spotlight chosen?

I think this was answered in the Announcement for the return of the spotlight and it's definitely mentioned in the Original Spotlight announcement.
But here you go: It's all based of character development and specifically a good biography.
The members are now recommended by members of MESSI and chosen by an Admin.
