The Death Eaters took full advantage of this, and kept a low profile while they rebuilt their forces from the last war. They employed Giants again, and werewolves under Fenrir Greyback. The Dementors joined as well, abandoning their posts at Azakaban and allowing a huge breakout of the remaining Death Eaters. This was all explained away by Fudge as the work of Sirius Black.”
