Penelope lives with her father and brother among the magical community in Lille, France. Her father provides for the family working for a company making and selling monogram/engraved personalized cauldrons.
Her mother was a muggle, and did not find out that she had fallen in love with a wizard until she was pregnant with their second child. Upon finding out about the magical world, Penelope's mother was disgusted that she had been with a Wizard and potentially carried and birthed magical children into the world, so when Penelope's younger brother was finally born their mother left them both with their father and was never heard from again.
When Penelope was five she demanded her father put her in muggle schooling because she was bored, and she wanted to learn more about the world that her mother had come from. Penelope has her father wrapped around her little finger and she is usually capable of getting whatever she wants from him.
