OK so a few people are wondering how to do this, so I made this tut, I hope it helps. This shows how to put a border around text, but it works the same for the overall image, just make sure you have selected that layer ![Smile :) :)](/styles/hnzTheme/smilies/smile.png)
Once you have your image done and you have your text on and put where you want it, select the layer with the text.

Layer > Transparency > Alpha to selection

Layer > Layer boundary size > Unlink the clip type thing > Increase width and height by two each > Center > Resize

Select > Grow > Depending on how big you want the boarder around the text increase the number, 1 or 2 is usually good

Create a new layer (make sure it is transparent)

Bring the new layer below the one with the text on it

Edit > Fill with FG colour (make sure your fg colour is the colour you want the boarder)

Press Ctrl T to see your finished product without the moving lines
