colouring effect halp!

I was wondering if someone can help me achieve this colouring effect:

I don't know what it's called or how to do it, but knowledge would be good.
At the moment, I have Paint Shop Pro 9, but I'm getting Photoshop at some point, so both tutorials on getting that effect would be appreciated or just a simple.

I've been wanted to know this foreverrrr XP So help is very much appreciated. Thank you! ^^
