Can you dye hair?

I’m looking for a character to be a part of one of my plots:

• Must be able to dye hair
• Preferably fifth year or older
• Can be male or female
• Probably has experience in the realm of beauty/make up (can be just a hobby or just experimented on self)
• Unlikely to ask too many questions
