It is but Alicia closed off the area for students untill the Christmas hollidays so, Purchase your wand and wait untill then to purchase your books. I'm not yet sure how RPing your books works but you might just use the 'schools' copy untill you buy your own.

I also think you are allowed to PM the owner of the said shops and they will help you from there.
